Boards and Committees

The following Boards & Committees assist the City of Paris on important policy decisions that impact our community. These groups conduct planning, research, and discuss specific issues which are essential to the continued growth and prosperity of our City. While some boards make recommendations and advisory opinions to the City Council, others are designed to be the policy-making authority over certain entities.

The City encourages anyone who is a City of Paris resident, or a business owner operating in the city limits of Paris, to consider submitting a application for appointment to one of the below boards and committees. Appointments are made upon recommendation by the Mayor, with approval of the City Commission.

ARCHITECTURAL REVIEW BOARD
Meets on an as-needed basis. 

The Board of Architectural Review oversees the City of Paris Historic District.  This district is bound by the north side of Fourth Street to the south side of Second Street between the west side of Main Street and the east side of High Street.  When an application is received that falls within this district, the Board reviews for a Certificate of Appropriateness.

BOURBON COUNTY JOINT PLANNING & ZONING COMMISSION

Meets the third Thursday of each month as-needed.

The Bourbon County Joint Planning Commission is composed of 14 members representing the City of Paris, City of North Middletown, City of Millersburg and the unincorporated Bourbon County. The Commission reviews commercial and industrial development plans, major subdivision plats, zoning text amendments, zoning maps amendments, and oversees other long-range planning initiatives.

BOARD OF ASSESSMENT APPEALS
Meets one time per year.

When a value of real property changes from the previous year's assessment, the Property Valuation Administrator is required to send the property owner a notice of change. When property owners disagree with the new assessed value, the first step in the appeals process is to schedule a conference with the Property Valuation Administrator or Deputy.

CHAMBER OF COMMERCE BOARD
Meets forth Tuesday of the month at 8:00 a.m.

The Paris-Bourbon County Chamber of Commerce Board of Directors is made up of five permanent board members, two ex-officio (elected officials) board members, and several voting business community members from various professions. Voting members and ex-officio members serve two-year terms. Permanent members are represented from Bourbon County Schools, Paris Schools, the Hopewell Museum, The Paris-Bourbon County Library, and the Paris-Bourbon County Chamber of Commerce. The Chamber functions on a fiscal year budget from July 1st to June 30th.

The mission of the Paris-Bourbon County Chamber of Commerce is to advance the overall wellbeing of the community by promoting its economic, cultural, social & educational aspects. The Chamber of Commerce is a membership organization made up of about 200 businesses and organizations. By providing a better quality of life for citizens of Bourbon County, we hope to build the business community by becoming a more attractive place to live, work, play and stay.

The Paris-Bourbon County Chamber of Commerce is represented by Executive Director, Lauren Biddle. The current officers serving a two-year term ending July 1, 2021 are President—Drew Beckett, Vice President—Tom Ralston, Secretary—Lois Carter, and Treasurer—Paul Clift.

JOINT PARKS AND RECREATION
Meets the Third Wednesday each month at Legion Hall at 4:00 p.m.

Purpose of Agreement: The parties desire to exercise the option for the Paris- Bourbon County community as authorized under KRS Chapter 97 for the creation of a joint Parks and Recreation Board [the "Board"]. Such purpose includes, but is not limited to, operating, maintaining, developing and/or leasing, parks, playgrounds and recreation centers. The Board's operation of the Program shall include, among other things, the oversight and management of the facilities dedicated to it by the City and the County and for parks and recreational programming within those facilities and elsewhere in the Community as may be warranted. In carrying out its functions, the Board's operation of facilitates shall make every effort to continue the support for the Bourbon County Fair and give priority to that event's use of facilities.

PARIS BOURBON COUNTY TOURISM COMMISSION

Meets on third Thursday of the month at 2:30 p.m.

The Paris-Bourbon County Tourism Commission promotes and supports all current and future tourism assets within the community to create a positive economic impact and an enriched quality of life for the citizens of Bourbon County. The Commission shall elect from its membership a Chairman and Treasurer and may employ such personnel and make such contracts as are necessary to effectively carry out the purpose of KRS 91A.350 to 91A.390. Such con-tracts may include, but shall not be limited to, the procurement of promotional services, advertising services, and other services and materials relating to the promotion of tourist and convention business; provided contracts of the type enumerated shall be made only with persons, organizations, and firms with experience and qualifications for providing promotional services and materials such as advertising firms, Chamber of Commerce, publishers, and printers.

PARIS PIKE CORRIDOR COMMISSION
Meets quarterly on the second Monday of the month in January, April, July, and October.

The Paris Pike Corridor Commission is an administrative entity that was created as part of an inter-local agreement with Lexington Fayette Urban County Government, the City of Paris, and the Bourbon County Fiscal Court. This recommending body is composed of nine (9) voting members, two of which are appointed by the Paris City Commission. The Commission oversees land use in the Paris Pike Overlay District.
